Stay away from companies hiring ICs with set line counts and set hours.  It is against the law.  Anyone doing this is making it awful hard for others to stand true to what IC really and truly means.  As an IC you are your own boss, set your own hours, and set your own workload.  Whatever company doesn't like that, then tell them to find someone else (an employee) for example to subcontract under those types of conditions.
