to justify it.  Judgmental?  You're darned right!  To use someone else's work for what ever reason, be it laziness, taking too much time or whatever, is simply not right.  I also seriously doubt creating some test questions is beyond most, if any, MTSOs.  A company, as an entity unto itself, needs to have it's own operating components in place; testing materials, contracts and everything else necessary to conduct business.
