Perhaps he has foot drop, or one leg is shorter than the other, or some other congenital defect. Or maybe one leg is stronger than the other ie post stroke or some muscle wasting disease and he drags one foot along the floor.

I found several references on googling to torticollis and hemorrhage, either SCM or intracranial, etc., from traumatic/difficult deliveries. I also found a reference to a type of shaken-baby syndrome where they had been playing and tossing the baby in the air. Too late, I'm sure, but just thought I'd throw this in for the heck of it. It's another exciting night here...so studying the word board :-)
