Docs usually dictate "viscous lidocaine"  or "viscous Xylocaine" (I usually only hear lidocaine) but the when you research, the drugs are actually "lidocaine viscous" and "Xylocaine viscous."   The viscous is the medium through which the medication is administered.

Was - is referring to lidocaine, not the 5 mL.
Subject: Was - is referring to lidocaine, not the 5 mL.

Of course, it was referring to the lidocaine,
Subject: Of course, it was referring to the lidocaine,

but it still sounds better if you use "was" instead of "were." Just as you wouldn't say, "2 cups of water was spilled" but instead, "2 cups of water were spilled." It's a matter of what sounds better, in some cases. :-)
5 mL of 1% lidocaine WERE injected...
Subject: 5 mL of 1% lidocaine WERE injected...

In response to Mark's question, "5 cc of 1% lidocaine was or were injected", the text from the grammar website below, from the topic, "Subject-Verb Agreement", explains why "WERE" was the right word there.  Per that text, the "5 mL" (but not the "lidocaine") becomes the Subject, and the Verb should be in plural.

"Each of the students is responsible for doing his or her work in the library.

Don't let the word "students" confuse you; the subject is each and each is always singular — Each is responsible."

Hope that helps!
