The MTSO is simply looking for MTs via their current MTs, i.e., personal reference.  I do not know anyone here personally, so why would I refer them?  Would I get in trouble if I did and it didn't work out?  No.  But, I do care about the quality of work that we produce as a team for our facility; therefore, I would not refer someone unless I knew what type of work they produce, i.e., a personal reference.
