this would certainly give a good indicator if there is a large discrepancy. I was always told if headers, etc were counted and how much they gave for them. Usually it was a flat count/rate. Counting the lines of the actual report still gives you a really good idea of what you should be getting credit for. Demographics usually count for very little.
