within their rights to tell you when you CANNOT work. Many reasons for that, mainly being a low work load and if they have FT they normally give them the work first. As to telling you when to work, they are allowed to say we only need ICs on XXX days during XXX hours, as they may be covered for other days/times. Therefore, they can tell you when you can work because of work flow, but they cannot MAKE you work.
