You call a plumber. Your schedule is tight so you tell him when you can be home to let him in, etc. You might even tell him what your budget is for the repairs. If he can work within your schedule and budget, you give him the job. If not, you look elsewhere. You're not obligated to hire him if you don't like his available schedule and pricing, and likewise, he's not obligated to take on your job if he doesn't like your available schedule and budget.
