If you know where she withdrew the money, they have video cameras there.  You may have to make out a police report as I did when my stepson did the same but for this amount of money it is worth it.  You need to write a letter disputing the withdrawal -- say it was not in your hands at the time and stolen.  File a police report and go from there either way you have already lost your friend.  But there are cameras at the banks that will show who withdrew what.
