not sure that if you don't receive the agreement to sign that that is illegal. I work as an IC for my PT job, and was never given one to sign. For my FT job, however, we have to take a certification test for that. About the W9, I am not positive that I received one of those for my IC job, it has been so long ago. Know I did for the FT job.
