It looks like they hire employee status and maybe they don't want to be hampered by California's minimum wage law ($7.50 and due to go up in 2008 to $8 I believe)and/or overtime laws.  I'm not sure about other states, but if you live in CA, if you work more than 8 hours in a day, you get OT pay.  It doesn't matter if you work full time or not.  This is in addition to if you work over 40 yours in a week.  So, if you only work 1 day a week but work 10 hours, you get 8 hours of regular pay and 2 hours of OT.
