I would think that it would be more logical, as you say, to hire a few and use others as secondaries for a while until you could get a feel for how much work was there and how many were actually needed. I'm sure a decent amount of money goes into training all these new people, some of whom will leave for any number of personal reasons anyway and some of whom will leave due to seeing low work loads, so it would make more sense to me to save that money and not overstaff to start with. I know companies always want to make a good impression with a new account and show how quick they can get work back, but there has got to be some sort of happy medium.

What does scamming (because basically you ARE scamming multiple companies out of their hard earned money, by being dishonest about your intentions) multiple employers on your part, have to do at all with some companies that overhire??? What, you punish everyone for the sins of a few?
