It could be a lot of things. My dog doesn't do it often, but he usually does it when he is stressed about something. There could be any number of underlying physical causes as well. But if he has done it enough to break the skin, you need to check into it. If it is ringworm, as someone suggested, that is VERY contagious. I grew up out in the country and kids passed ringworm around like wildfire (unintentionally).
