First of all, what a cutie.  I am such an animal lover!  I am so sad to hear about your situation.  I was in a similar situation last year.  I would say go ahead and bury your dog in your yard. 


I had my golden retriever cremated.  What a horrible expierence!  The local vet does not do cremations, so I had to put her down, then I had to transport her to a vet that did do cremations (an hour drive away!)  It was a very bad day for me.  But, I do still have her ashes here with me, and it makes me feel a little better knowning that she is still with me in a sense. 


I would follow your heart and not worry about the local laws/ordinances.    My thoughts and prayers are with you~
