How old is she?

I had a feral cat that I brought home when he was about 7 months old or so.  Old enough so that he never became a "pet" but young enough that he lived happily inside for 10 years until he died.  He wouldn't let me pet him, but I would find him draped over my pillow when I came home.

If this cat is older than a year or so, I really think your best bet is to try to find her a farm home so she can be a barn cat.  It's what she's used to and probably the only thing that will make her content. No wonder she wasn't nice at the shelter.  She was more than a little stressed, I'd say.

Good luck.  Hope you find a solution that works.
