We had former foster children (siblings) who had been taught to steal by their parents. We're like you in that the legal system wouldn't do anything to help us even when we asked... they just told us to figure it out and tell them to not steal. I totally understand your frustration that they would rather wait until they're arrested to deal with these kids.

Anyway, because of their ages (7 and 8-1/2) we set the ground rules with them after they stole the 2nd time that if we caught them stealing again then they would have to scrub every inch of our house with a toothbrush and if the store they stole from would allow them to do this type of cleaning in their store then we'd make them do it, or that if the store wouldn't let them do that then we'd strongly encourage the manager to pick a punishment for them. Just taking a toothbrush to the kitchen and showing how long it takes to scrub a small section with it got their attention quickly. That finally got through to them and we never had a problem after that with them stealing.
