My mom used to have a portable washer, and we turned the water on first then the power. The water didn't start going in until the power was on though. We just it get some water in the bottom and then added detergent. That one didn't have all those compartments though. Like I said...not 100% sure (as it's a different model), but hope it helps anyway:-)
