I don't think there is a time limit. Obviously if it has been bothering you lately, you felt it was something you needed to do. How the other person reacts and if they want to accept the apology, it's up to them. But maybe the other person needed the closure, even after all those years, you never know. I think it was very nice of you and I give you credit. Some people would have said just forget it, it's not important after all this time.
