Assuming the cat has no urinary tract issues, have you tried a 2nd litter pan? That should cure it if you haven't. You could even try a 3rd if necessary, but 1 extra is usually enough. They get very picky. You probably actually have an extremely clean kitty. Well....that is if you haven't tried this yet. And I'm sure you've tried switching kitty dirt too? Good luck!
