The kid is screwing up because he's fooling his dad into thinking he's up and getting ready for school and making himself late for school. Not the same thing as letting the vacuum run longer. Now if you had let the vacuum run and never bothered to push it around your room, yeah, you deserve the "stick." My mom had what she called the stick which was a little paint stirrer. It could sting if she hit you on the bare legs, but that's about it.
As far as the original poster being so sanctimonious, getting DHS involved when you are not really certain of the situation is hardly the answer. I think the dad was shooting off his mouth and probably never punished the kid at all, or the kid wouldn't be pulling stunts like that just to get a few more minutes of sleep. In any case, I would have to be d*mn sure of my facts before I contacted the authorities.
