Three weeks in a cage might make the mother cat crazy.

I'd consider putting them in one room and securing it. Put several kitty litter boxes in it and free feed along with buckets of water. They should be fine. Especially if they have a window to look out of. If the garage

We got our dog from the SPCA (sm)
We noticed the night we brought him home, he was coughing.  Took him to the vet, and he was better within a few days.

or even the Humane Society.  Either one would more than likely help the poor pup out.  If the "owners" don't do something and someone else reports it, they could face huge fines and charges of animal cruelty and neglect.  I really think either one of those places will help w/o taking the animal from them, especially if they tell them it was a stray they took in.  They often will even throw in a bag of dog food, too.  I hope all works out for them.  I think, also, the Humane Society offers vet care at a discounted price, maybe based on income, I'm not sure.

Why not call the SPCA or Humane Socieety? sm
They would catch the cats, take them to their shelter, and do everything they could to find them good homes--sometimes they even foster animals out for a while. I agree, it's heartbreaking to see this, and people who abandon pets should be sent directly to h*ll. IMO, it's no different from abandoning children.
