First, talk with your landlord and let them know what is going on and that you would like the foundation or that area checked to pinpoint the cause of the smell.
I would get an inspector in myself to check the area for water damage, etc.
If your landlord won't do that, then I would contact a local tenants' agency in your area, or seek legal advice (free consult) just to see what your rights are....
