I would try a repellant of some sort.  there are a lot of natural ones on the market that are not harmful to the animals.

The other thing I would do, which might sound a little more obsessive, is get a camera and if you catch anyone letting their dog do what they do and not picking up after them, take a picture and send the pic to the HOA and the city. Or find some other way to post it.


I'd especially carry on with the HOA, though.  This is one of the things that you pay them membership dues for.  I'd raise the roof with them and be a pain in the arse until they did something about it.  You can't be the only one who is bugged by it.

I am having the same problem. I have a small dog and I religiously pick up the poop; just had a new neighbor move in one condo over and they have a dog they don't even come outside with - just leave the back door open so it can come in and out on its own. Of course, everyone sees me out walking my dog and are assuming that it is my dog leaving the presents all over the lawn.

I am very upset about it myself - if I scoop the poop, they should also!

But back to your problem, the animal control office should be able to talk to them and in my city if they warn them twice, the third time they start fining them.
