The city has rules and regulations and if you want to be a business and take all the business deduction, you gotta do what the rules and regulations say.  You can't have it both ways.  The city will come after you if you have a listing in the  yellow pages and sometimes even filing your state income taxes with a Schedule C will generate an inquiry.  Why not just be on the up and up, honest and if one is required get one and then you never have to worry about being found. It is the cost of "doing business."
