I work for a local hospital and have been through this as well. Although personally I like the other MT very much, I did report her for doing this. Three other MTs (myself including) sat around struggling through two of the worst dictators in the system, while she had programmed herself to get the one prime doctor dictating that evening.

It sucks that some MTs stoop to such levels just to pad their own line count while the rest of us get a migraine and emotional exhaustion for playing by the rules.

IMHO, report her for your peace of mind and for the fairness of EVERYONE involved, especially the patients.
