I'm sure not an expert on HIPPA.  But I would worry that if you know about a violation and don't report it, you could be liable, too, if the violation is discovered.  Plus, as someone else said, it's a matter of doing what we would want done for ourselves or our families.  If you called and talked to someone in authority who knows about HIPPA, they could tell you for starters whether it really is a violation or not, and then guide you as to what to do next.  Unfortunately, I don't know off hand who to talk to, but I'm sure that info is available on the web. Good luck - it's always tough to weigh the pros and cons of keeping a job and following your conscience...

Think about it: If they knew how volatile this area was, shouldn't they have responded IMMEDIATELY to help the local gov? I imagine some people might have been afraid to go into some of those areas where murder and rape are an everyday occurrence...?

they knew how bad it was and how order was needed probably more than anyone did...
It's true that if you cash a check, they are no longer liable, but
with direct deposit, we are not given the choice to cash it or deny it. Wonder how that direct deposit affects that choice.
