I've usually had the experience (as I have currently) that if you work on a paid holiday, you receive the lines typed plus flat rate (whatever your PTO rate is) for the amount of hours worked. I'm pretty amazed to hear that companies do not pay for "paid" holidays unless you work. What if it's your normally scheduled day off? Still no pay?
