I had to move in a hurry a couple of months ago and moved into a condo where you technically are not allowed to let your cat out.  However, a lot of people do anyway and my friend who lives there told me that.  Unfortunately I wound up with a neighbor who complained when my cats would run into his garage when he opened it.  Says they're "trespassing on his property" and he does not want them running into his garage.  Ughh!  My cats are going crazy inside - they're just not indoor cats and I really think it's cruelty to animals to keep them in. 

So I don't really have any advice for you - could use some myself.  Do your neighbors mind the cat running around?  If they don't, I don't see why you couldn't let him out.
