Unless I am misunderstanding, this is probably a case where the client(s) for whom you are actually transcribing have a preferred font/page set-up that has 90 characters on each line, but that the company you are transcribing for pays you the line rate stated for every 65-characters that you transcribe (i.e. paid line #2 starts on actual line #1).
