I have not used it in a while, but I remember having this problem when I first got it. It turned out to be phone issues.

Please don't quote me here, I don't remember clearly...but it seems to me that I needed a phone with 16 bells, not the usual 12. I found one at Radio Shack, but not until I had tried about 4 or 5 others there until I got one that worked right. The phone I found that worked fine was not the most expensive or the least, but in between. You might try different new phones and see where you get. Even if a phone has worked in until recently, it could still be your phone as they wear out and it could have "dropped a bell."

I didn't know BCB was out of business. A TTU is a great, inexpensive alternative to a C-phone and works with DVI, VDI and even most Dictaphones.
