I only have 1 child, a boy (12).  I have been an MT his whole life.  When he was very young, I did have an outside babysitter, and he would go to her house for 4 hours while I worked.  Now, he stays home with me when he's not in school, but he can keep himself busy, although he still interrupts my work, of course, but I expect it.
Maybe you can put your 2 older children into a summer day program and continue to take your youngest to your neighbor's.  Maybe you can split your schedule and work a few hours early in the morning before your children are active and then work again for a few hours while they are outside of the home.  That way, they will only need outside care for maybe 4 or 5 hours daily.  Your 2 older children would probably love being in a program anyway.  I remember being so bored at home during the summer.  I hope everything works out great for you.
