Client refunds should NEVER come an MT's check, in my personal opinion.
If you notice your account is backlogged, I do think you have a professional responsibility to point that out. Do so in a manner that you can prove: time/date-stamped e-mail. Always.
However, it is a manager's responsibility to ensure coverage.
I hate it that this happened to you. I would probably write any higher ups and demand my $21 back. It is only $21 but the whole ridiculousness of it is worth more.
