While I tend to agree with your statement, the fact of the matter is that it IS  a religious concept and the constitution states that there must be separation of church and state; therefore ID is not an acceptable subject to be taught in public schools, not only because of the unconstitutionality of it but because there are many students of differing religions and the concept of ID is basically a Judeo-Christian concept.  If a religious school wishes to teach this then it's perfectly fine, and I think most Judeo-Christian religious schools do teach it. 


Also, to learn about the history of religion is not teaching religion but more at exploring the roots of religion and not endorsing any particular one over another, as would be the case with Intelligent Design.
