It has been my experience that neither of these options is true. Sometimes you get an assigned report if it's a stat and they need it right away. I only know about the accounts that I've worked on, but have never been able to choose; it's whatever it at the top of the queue. Sometimes I look "forward" to reaching a good group once I have completed some less desirable dictations that are at the top of the queue and then, just as I am getting to the "good" ones, I find that someone has switched the queue all around so that the better dictations are at the bottom of the stack!! Those better dictations seem to never reach the top again. Also, the pool is so big that I see at least one new (new to me) dictator on there every day! It's getting really tiresome.
