if you have to ask you probably should not attempt this yourself. Take it to a techy store or call upon a technically inclined friend/relative. Basically you go and buy the best sound card money can buy (as long as it is compatible with your mother board) and then open up your PC, disconnect the one that is in there, and hook up the new one.
