It's not exactly based on employee votes. Employees are who nominate an employer for that award. The winner is selected by the awards committee based on the nominations and at the time they select someone, they don't know who they are selecting as it is all de-identified. The only way employees play into it is by nominating their employer, which in some way says for THOSE employees, it's a good place to be.
