Recruiters certainly do get compensated. It's not a freebie. :-)

Many companies have a policy where you are paid xx dollars for each hire over a certain number in a month, but you are expected to do your best to reach that base number. So, typically it's base plus commission, straight salary, or contracted work per hire. So, yah. Think of us as car salesman. We don't hire, we don't get paid (in most cases).
