Probably so....

It probably is a cost-cutting measure only.  Last night I learned that it has been done this way for "many years."

It may not be new, but it is new for me, and I absolutely loathe it!  This is NOT the proper way to transcribe.  I also found out that I am not alone; my coworkers have had to wrestle with this as well.
