LOL!  Good morning to you! 


I had this situation a couple of years back with a physician I had "discharged" for not paying me.  When I called the IRS, they told me to give him until 02/15.  I called them back a couple of days after that date and then was told to give him until 03/01.  They never even asked for his name or business info.  Finally, I sent a certified letter to the doctor stating that I was going to report him to the IRS (a little bit of bluffing on my part since I already knew the IRS couldn't care less) and I received my 1099 that week. 


From my experience in dealing with this and from talking with my accountant, it seems the IRS doesn't really care.  They expect you to report the income regardless - by using your own records if you do not receive the 1099.  I think the only time you'd notice the IRS getting involved would be if and when YOU didn't report the income.
