Try to find out one of the TV stations in their area that does consumer reporting and what the name of the reporter is. Any correspondence you send to them, put a cc at the bottom to that reporter at that station and his official title, whether or not you plan to send them a couple or to get them on the case to report it.  Maybe just the thought of the publicity will make them want to cooperate.
