no unfortunately that's not it. I did our home address change through the USPS website. The site I'm thinking of was some kind of service that notified all the mainstream magazines of your change of address in 1 stop (Family Circle, Good Housekeeping, etc.). They may not even have it anymore, just remembered using it a few years ago and now I cannot find it.
