That is crazy. She must have had to get copies of her W2's if she filed her taxes and got her check. Surely it dawned on her that she forgot to forward her mail. Another possibility is the PO is at fault. Afterall, they keep giving it back after you said she was not there. I turned in a COA last year and had to turn it in three times to get it to stick. My BF exwife and her friends stuff was forwarded but we still get some of their mail here. We got forwarding order and we know she gets some of it but they still send some here too.
