As far as I know it is legal whether or not they actually have US companies or not - but I could be wrong.  I know one reason they are buying US companies is to get a client base already in place - and some small companies are looking for a way out.  I worked for one who sold but she never got the money she was promised and they try to keep at least one American on staff so as not to arouse suspicions since they were not informed where the work would be done.  Most of my notes on this subject are being deleted, so hope you read fast.  Apparently our offshoring compadres are also on these boards.
