I have done it with a national. It did not seem like i was successful in those initial stages (pre-hire), so i refused the job. 3 months later they called me and offered me a satisfactory rate -- i accepted. I negotiated for and received 2 more raises later with same company. You could also (get it in writing) start at a lower rate with the promise that if your production and quality reached a certain level within, ie, 3 months or 6 months, that you would then be bumped up to x-amount. If you want the job, tell them, and tell them why, but don't start too low either. I personally don't feel its ever a mistake to negotiate. Respect yourself and they will be more likely to do the same.
