one by one, unless they sneak it in when we're not looking; i.e., in the middle of the night.
What comes to mind is the old Abbott and Costello "first base" story: "Slowly I turn, step by step...."

...the amendments one by one, or simultaneously? The 1st amendment is well on its way to being neutralized. Will they wait to finish that job before starting on the 2nd?
