Regardless of how they feel about it.
Monitoring peoples phone calls is a different thing. We ALL should be entitled to some shred of privacy. That's where the checks and balances come in. If there is reason to believe there is terrorist activity, NSA should have to present their case and get a warrant to wiretap within 24 hours of starting such taping. It's a small provision to prevent abuse.
