I've seen some real atrocities pass through to the final report caused by sloppy use of Expanders and distracted MTs.

I don't think prohibiting the use of expanders for all MTs is the answer, though. That's not fair to those who rely on these and have mastered them and use them responsibly.

IMHO, the company needs to go on a case-by-case basis and address this issue with the offenders, not the entire staff of MTs.
