Pay is getting less and less

I am finding that although I have been doing this job for 15 years, I am making less and less money each year.  It seems that I am having to work much harder for the $1 that I do make.  Is this going on across the board.  The job I have now said that they paid for experience, yet I found out that I make the same with 15 years that someone with 5 years makes - it is also frustrating that the accounts are always overstaffed - so you get what you get and that is it.  I am considering taking on an extra job - but I've done that in the past and it can be confusing and frustrating.  I think that it may be time for me to move on to something else, but I have no idea to what - Does anyone have suggestions.  My previous experience has been in general office, childcare and education - none of which appeals to me a great deal - but I think that I could probably make more money with less frustrations being a substitute teacher in the public school system.
