I have had this in hands, fingers and feet quite often. Sometimes you might have bumped it and not remember. Ruptured blood vessel. Mine usually start out with an itching like sensation, usually that is from the rupture. Then it will get sensitive and then form a bruise, sometimes a really dark blue. Just like a normal bruise on any other area, the blue/green spot will get larger because of extravasation into the surrounding tissues. Gravity will espeically make it look bad on a foot because it runs down through the tissues. It will be tender like a bruise but will go away.
