Here's what I'd try

I haven't been in this situation, but this works when you have them red-handed.

I'd give him the bill, and then I'd tell him you won't say a word for the next 10 minutes (or so), but you will discuss the situation after that time. Go away and do something else and let him be by himself for that time. That way he won't automatically be on the defensive.

It may seem as if this is time for him to conjure up a lie, but you already have glaring evidence to the contrary. If he tries to lie, he had enough time to sit there and try to deceive you, which is completely not cool. If he's going to be a stand-up kind of guy about it, he will have enough time to think his reaction through to know that he should be forthcoming.
